CEPiK 2.0 is a modernised version of the state's central IT system that collects data on vehicles (Central Vehicle Register, CEP) and on drivers and other persons authorised to drive (Central Driver Register, CEK). In 2013 the Ministry of Digital Affairs signed an agreement with the Central IT Centre (COI) for the construction of CEPiK 2.0; oversight of the project's implementation was taken over by the Minister of Digital Affairs at the start of 2016. Under the agreement between COI and the ministry, the original value of the works was estimated at a not-to-exceed gross amount of PLN 149.9 million, and a later Annex No. 3 raised this amount to PLN 192.5 million (an increase of 28.4%). In November 2017 the vehicle part of the system (CEP 2.0) was launched, accompanied by numerous difficulties for citizens and public offices; the driver part (CEK 2.0), however, could not be launched, and in August 2018 the agreement with COI was terminated. According to a 2024 audit by the Supreme Audit Office (NIK), the system had been under construction for around ten years.

Why it failed

In November 2017 the vehicle part of the system (CEP 2.0) was launched, accompanied by numerous difficulties for citizens and public offices. The central driver register (CEK 2.0), however, could not be launched. In August 2018 the agreement with the Central IT Centre was terminated. According to NIK, continuing the project on the basis of the existing technical and organisational solutions risked delivering a system that would be outdated and costly to maintain. The value of the works was increased from the original PLN 149.9 million gross to PLN 192.5 million (Annex No. 3, a rise of 28.4%), and in its 2024 audit NIK found that the system had been under construction for around ten years.

Significance

CEPiK is one of the key central state registers: it collects data on all vehicles registered in Poland and on persons authorised to drive, used among others by the Police, vehicle registration authorities, vehicle inspection stations, insurers and courts. The upgrade to version 2.0 was meant to improve data exchange and provide new e-services. The project, however, became an example of a difficult, long-running and costly public-administration IT undertaking: the vehicle part of the system (CEP 2.0) was launched with delays and difficulties in November 2017, while the driver part (CEK 2.0) could not be implemented under the original agreement, which was terminated in August 2018.
