Priority Axis I, 'Universal access to fast internet', of the Digital Poland Operational Programme for 2014–2020, implemented entirely through measure 1.1 ('Eliminating territorial disparities in access to high-capacity broadband internet'). The implementing institution was the Digital Poland Projects Centre (CPPC), which distributed EU grants to telecommunications operators through a competitive tender procedure for the construction of NGA access networks (minimum 30 Mbps) in so-called white-spot areas, that is, areas affected by market failure. The European Union (ERDF) allocation for Axis I amounted to EUR 1,020,222,652, which at the average 2014 NBP exchange rate (PLN 4.1819/EUR) corresponds to approximately PLN 4.27 billion; the total budget of Axis I (including national co-financing) was approximately EUR 1.22 billion. Four tender rounds were held, and project implementation was concluded by the end of 2023. Ultimately, considerably more was contracted for the construction of broadband networks than the allocation alone (total investment was estimated at approximately PLN 8.8 billion, most of it from EU funds).

Significance

Axis I of the Digital Poland Operational Programme was the main instrument for eliminating territorial digital exclusion in Poland under the 2014–2020 perspective. Within the four tender rounds of measure 1.1, telecommunications operators built more than 93,000 km of new fibre-optic networks, providing fast internet access to more than 1.6 million households and more than 10,000 educational establishments; it was estimated that by the end of 2023 around 2 million households would be within reach, mainly in rural, suburban and sparsely populated areas. The programme's original target (approximately 700,000 households) was significantly exceeded. The programme was continued in the 2021–2027 perspective through the European Funds for Digital Development (FERC) and the National Recovery Plan (investment C1.1.1).
