e-Taxes / e-Declarations (Ministry of Finance IT projects programme, POIG Priority Axis 7, 2007–2015)

A programme of IT projects run by the Ministry of Finance and implemented in 2007–2015 under Priority Axis 7 of the Innovative Economy Operational Programme (Information society, building electronic administration), co-financed at 85% from the European Regional Development Fund. The programme comprised seven IT projects of the finance ministry, including e-Deklaracje (e-Declarations), the e-Podatki (e-Taxes) programme (with e-Deklaracje 2 and e-Rejestracja), the e-Cło (e-Customs) programme (the PUESC Tax and Customs Electronic Services Platform), the Finance Ministry E-Services Infrastructure (IeU), the Consolidation and Centralisation of Customs and Tax Systems (KiC), and the e-Budżet (e-Budget) Platform (modernisation of the TREZOR system). The flagship element was the e-Deklaracje system, launched on 1 January 2008, enabling tax declarations to be filed electronically. According to a statement by Digitisation Minister Anna Streżyńska to the Sejm in May 2016, the total value of the seven IT projects carried out by the Ministry of Finance in 2007–2015 was almost PLN 900 million. The final evaluation report on POIG Priority Axis 7 (2016) found that the axis's projects had strategic significance for improving public services, and that the Ministry of Finance's tax-related projects, which enabled mass electronic filing of declarations, were among the most effective. The stated figure of approximately PLN 900 million covers all seven systems of the ministry (taxes, customs, budget, infrastructure), not e-Deklaracje alone.
