The Eastern Poland Broadband Network (SSPW) was the flagship telecommunications project of the Development of Eastern Poland Operational Programme 2007–2013, implemented in five voivodeships of the macroregion: Podkarpackie, Podlaskie, Lubelskie, Świętokrzyskie and Warmińsko-Mazurskie. Its aim was to counter digital exclusion by building regional backbone and distribution networks in areas at risk of lacking access to fast internet, so that by the end of 2015 broadband services would reach approximately 90% of residents and 100% of public institutions and businesses. According to the project's website, the investment was valued at EUR 300 million and was co-financed at 85% from the European Regional Development Fund. The five regional projects together produced more than 10,000 km of fibre-optic network and around 1,000 nodes. The value of the individual regional components (gross outlays in złoty) included: Lubelskie PLN 385.08 million (2,908 km of network), Warmińsko-Mazurskie almost PLN 330 million (2,292 km, 226 distribution nodes and 10 backbone nodes), Podkarpackie approximately PLN 321 million, Podlaskie approximately PLN 253 million (1,852 km, 181 nodes) and Świętokrzyskie PLN 193.19 million. Implementation spanned 2008–2015 (in Warmińsko-Mazurskie from 1 April 2008 to 31 October 2015). The infrastructure built remains the property of the Eastern Poland voivodeships, and the network is operated commercially by infrastructure operators under a public-private partnership model (in Podlaskie voivodeship, the operator is the Podlaskie Voivodeship itself).

Significance

SSPW was the largest telecommunications project in Poland and one of the largest in Europe co-financed from EU funds, covering the entire Eastern Poland macroregion. The backbone and distribution infrastructure built (more than 10,000 km of fibre-optic cable across five voivodeships) was intended to reduce digital exclusion in areas where it was not commercially viable for operators to build networks on their own, and to make it available wholesale to retail operators under an open-access model. The network remains the property of the voivodeship self-governments.
