The Municipal Waste Thermal Treatment Plant (ITPOK) on Gdyńska Street in Poznań, built and operated under a public-private partnership (PPP), in which the public partner is the City of Poznań and the private partner is PreZero Zielona Energia sp. z o.o. (formerly SUEZ, and before that SITA Zielona Energia). The public-private partnership agreement was signed on 8 April 2013. Construction work started on 16 April 2014 and finished on 15 January 2016, and the plant has been in operation since 30 December 2016. The total investment cost was approximately PLN 832 million. The project used what is known as hybrid financing, combining the private partner's own funds (a loan from a consortium of banks that included PKO Bank Polski) with an EU grant of PLN 330 million, secured by the City of Poznań under the Operational Programme Infrastructure and Environment for 2007-2013. The plant thermally treats mixed municipal waste, producing electricity and heat. The project is described as the largest investment in Poland's history carried out under the PPP model.

Significance

ITPOK completes Poznań's waste management system, providing thermal treatment of mixed municipal waste instead of landfilling it, with the recovery of electricity and heat.
