The National Educational Network (OSE) is a government programme for a public telecommunications network giving schools throughout Poland the opportunity to connect to fast, free, and secure internet. Its legal basis is the Act of 27 October 2017 on the National Educational Network (Journal of Laws 2017, item 2184). NASK National Research Institute was designated as the OSE operator. The programme provides for connecting approximately 30,000 schools at 19,500 locations. The implementation model provided for the first schools to be able to use OSE services from 1 September 2018, with all 19,500 locations to be connected by 2020. The cost of implementing OSE was estimated at PLN 320 million (financed from the Digital Poland Operational Programme), while the cost of operation (purchasing telecommunications services providing schools with free internet access) was estimated at more than PLN 1.3 billion over a 10-year horizon, financed from the state budget.

Significance

OSE is one of the largest national digitalisation projects: a public telecommunications network built to provide almost all schools in Poland (approximately 30,000 institutions at 19,500 locations) with fast, free, and secure internet access at a bandwidth of 100 Mbit/s. The programme, run by NASK under a dedicated act, narrowed the gap in broadband internet access between urban and rural schools and created a nationwide infrastructure supporting digital education.
