pl.ID - the Polish ID Card (electronic identity document)
pl.ID was a flagship e-government project carried out under the 7th priority axis of the Innovative Economy Operational Programme (POIG) in the 2007-2013 financial perspective. In 2008-2009 the then Ministry of Internal Affairs and Administration and the Ministry of Regional Development signed an agreement to carry out the undertaking, whose total budget stood at PLN 511 million, of which PLN 370 million was to be spent on rolling out a multifunctional electronic identity document with an authentication feature. The project envisaged the integration of state registers and the issuing of an identity card with an electronic layer (chip). Rollout of the card with the electronic layer was repeatedly delayed, and the project acquired "non-functioning" status, which created a risk of having to repay around PLN 148 million to the European Commission (85 per cent of the eligible costs incurred). The scope of the undertaking was modified to focus on building the System Rejestrów Państwowych (State Registers System, SRP), which was launched on 1 March 2015. The electronic-document component was continued as the e-Dowód (e-ID card), issued from March 2019.
Rollout of the multifunctional electronic identity document under pl.ID was repeatedly delayed, and the project acquired "non-functioning" status; a real threat emerged that Poland would have to repay 85 per cent of the eligible costs incurred, i.e. around PLN 148 million. The scope of the undertaking was modified to focus on the System Rejestrów Państwowych (launched on 1 March 2015), whose operation, according to a Supreme Audit Office (NIK) inspection, involved numerous problems, mainly shortcomings in the functionality of the Źródło application. The document with the electronic layer was ultimately continued as the e-Dowód (issued from March 2019).

Significance
pl.ID was one of the key projects for the computerisation of the state in the 2007-2013 perspective and the starting point for two lasting outcomes: the System Rejestrów Państwowych (SRP), launched on 1 March 2015 and integrating, among others, the PESEL register, the identity-card register and the civil-status register, and the identity card with an electronic layer (e-Dowód), whose issuance began in March 2019.
