Between 2001 and 2008, the infrastructure of two tactical air bases, the 31st Tactical Air Base at Poznań-Krzesiny (Greater Poland Voivodeship) and the 32nd Tactical Air Base at Łask (Łódź Voivodeship), was modernised and expanded to base 48 F-16C/D Block 52+ multirole aircraft. Investment works at the Poznań-Krzesiny airfield began in 2001, that is, 1.5 years before the multirole aircraft was selected (27 December 2002) and the contract for delivery of the 48 aircraft was signed (18 April 2003). The aircraft were delivered between 2006 and 2008; the first F-16s landed at Krzesiny in November 2006. The scope of works included new runways and taxiways, apron areas, and maintenance and overhaul hangars, among other elements. According to findings by the Supreme Audit Office (NIK), as of 31 December 2010 the aircraft programme's expenditure on the modernisation of the Poznań-Krzesiny and Łask airfields alone was put at PLN 1,813,355 thousand. NIK criticised the process for selecting the base location and the start of some works before the aircraft was formally selected.

Significance

The modernised infrastructure at Krzesiny and Łask became the basis for basing Poland's first F-16 aircraft, at the time the most modern combat fleet of the Polish Air Force. The 31st Tactical Air Base at Poznań-Krzesiny was the first base to receive F-16s and operates two squadrons of these aircraft, while the second base (Łask) supplements the multirole aviation capability. The programme required the construction of new runways, taxiways and maintenance hangars meeting F-16 operating standards.
