The first comprehensive modernisation of the E20 trunk railway line (line no. 3) on the Warsaw – Poznań – Kunowice route, which forms the Polish section of Pan-European Transport Corridor II (Berlin – Warsaw – Moscow). The aim of the works, carried out between 1998 and 2007, was to bring the line's parameters up to EU standards and the requirements of the AGC and AGTC agreements, allowing passenger trains to run at 160 km/h and freight trains at 120 km/h with a 225 kN axle load. The scope included, among other things, replacing rails and sleepers, modernising the traction network, level crossings and engineering structures, and upgrading signalling and communication equipment. Funding sources included the Phare programme, a European Investment Bank (EIB) loan, the Cohesion Fund (ISPA/FS), the state budget and the railway's own funds. The programme was carried out in stages: the border section Rzepin – Granica Państwa (15 km) was modernised between 2000 and 2007, with the main works completed in June 2004 (project value approx. EUR 24.2 million, eligible costs approved by the European Commission of EUR 23,033,384; 75% Cohesion Fund, 25% state budget); completion of the modernisation of the Warszawa Zachodnia – Rzepin section (“E20 – remaining works”) ran from December 2004 to October 2007 (approx. EUR 3.45 million); modernisation of the Poznań railway junction (21 km, Swarzędz – Poznań Junikowo) was carried out between 2003 and 2009 under seven contracts. The first modernisation did not cover some stations and structures omitted from the 1993–2001 works. These were addressed only by the second modernisation of the Sochaczew – Swarzędz section (CEF, 2017–2023), recorded separately. The programme has no single consolidated total cost figure.

Significance

Line E20 (no. 3), Warsaw – Poznań – Kunowice, is the Polish section of Pan-European Transport Corridor II linking Berlin with Warsaw and Moscow; until 1994 it was the only Eastern Bloc line used for regular passenger traffic with Western Europe. The first modernisation, carried out between 1998 and 2007, brought the route's parameters up to EU standards and the AGC and AGTC agreements, raising the permitted speed of passenger trains to 160 km/h and of freight trains to 120 km/h with a 225 kN axle load. It was one of the first major modernisations of a Polish trunk railway line co-financed from pre-accession and EU funds (Phare, EIB, ISPA/Cohesion Fund), and also formed part of building the trans-European transport network in Poland.
