The Homar Programme (the HOMAR modernisation task), in its divisional fire-module part, is the acquisition for the Polish Armed Forces of the first battalion of American M142 HIMARS multiple rocket launchers. On 13 February 2019 the Minister of National Defence, Mariusz Błaszczak, signed the document confirming conclusion of a contract worth USD 414 million net, concluded under the Foreign Military Sales framework (an intergovernmental agreement between the Republic of Poland and the United States). The order covered 20 M142 HIMARS launchers (18 combat and two training units) together with a stock of GMLRS and ATACMS guided rocket ammunition and LCRR training ammunition, as well as command vehicles, ammunition carriers, recovery tractors, and a logistics, training and technical support package. Deliveries of the system's components were planned to proceed progressively until 2023; the last two of the twenty launchers purchased in February 2019 arrived in Poland in November 2024. The equipment went to the 16th Pomeranian Mechanised Division. Because the acquisition is dominated by a weapons purchase in the USA and contains no separable, isolable Polish industrial outlay, the record serves a strategic-visibility function for the long-range rocket-artillery pillar, and the stated amount (USD 414 million) is the value of the acquisition contract rather than Polish capex, so the cost is not counted into the 'value by stage' aggregate.

Significance

The HIMARS divisional fire module under the contract of 13 February 2019 was the first step actually carried out under the Homar Programme, introducing modern long-range rocket artillery into the Polish Armed Forces (M142 HIMARS launchers capable of firing GMLRS and ATACMS guided munitions), replacing worn-out Soviet-generation systems. The contract began the build-up of long-range precision-strike capability, continued subsequently under the broader HIMARS framework agreement (Homar-A) and in the Korean component Homar-K (K239 Chunmoo). The last of the 20 launchers was delivered in November 2024, and the equipment went to the 16th Pomeranian Mechanised Division.
