The programme 'Improvement of Water Quality in Szczecin' was a multi-year water and wastewater management undertaking, carried out to bring the Szczecin agglomeration into line with European Union requirements on wastewater treatment. The undertaking began with the signing, on 18 December 2000, of the Financing Memorandum for phase I of the project (the pre-accession ISPA fund). After the signing, on 28 December 2002, of an amendment to the Financing Memorandum for phase II, ZWiK Sp. z o.o. in Szczecin became the new Beneficiary for the whole programme covering phases I and II, and the project value was set at EUR 288 million. Once all contracts had been awarded, the project value stood at EUR 262.3 million, later revised to EUR 282.2 million; following a European Commission decision, the Cohesion Fund's share of financing was raised from 80% to 90% of the value. The key elements of scope were: construction of the mechanical-biological Pomorzany Wastewater Treatment Plant together with sludge management (contract value EUR 46.9 million, designed throughput of 66,000 m³/day, 420,000 population equivalent), and the modernisation and expansion, by adding a biological stage, of the mechanical-chemical Zdroje Wastewater Treatment Plant. Technological start-up of the Pomorzany plant took place on 21 August 2009, and the whole programme was completed by the deadline of 31 December 2010.

Significance

Completion of the programme gave Szczecin biological wastewater treatment, including the new mechanical-biological Pomorzany Wastewater Treatment Plant serving the left-bank part of the city, and a modernised and expanded (with an added biological stage) Zdroje Wastewater Treatment Plant. The Pomorzany plant was described as one of the largest investments of its kind in Central Europe. The undertaking was one of the largest water and wastewater management projects in Poland co-financed from the pre-accession ISPA fund and the Cohesion Fund, carried out as part of the country's alignment with EU requirements on municipal wastewater treatment.

    FundingKoszty wszystkich inwestycji wyniosły ostatecznie 280,82 mln euro, z czego 66% czyli kwotę 185,34 mln € pokryła Unia Europejska.
    FundingPozostałą kwotę ok. 95,5 mln € zapewniono dzięki preferencyjnym pożyczkom i kredytom z konsorcjum finansowego, w skład którego weszły Bank Ochrony Środowiska oraz Narodowy i Wojewódzki Fundusz Ochrony Środowiska i Gospodarki Wodnej.
    FundingCzęść pieniędzy stanowił również wkład własny Zakładu Wodociągów i Kanalizacji Sp. z o. o. w Szczecinie.
