Modernisation of the Wrocław Water Node (WWW) was a major component (Component B) of the Odra River Basin Flood Protection Project (OPDO/POPDO), financed among other things by a World Bank loan and a loan from the Council of Europe Development Bank. The aim of the undertaking was to rebuild Wrocław's flood protection system in response to the catastrophic flood of 1997. The works were carried out in 2012-2018: four construction contracts were implemented in 2012-2014, and a further two contracts in 2014-2018. The scope included increasing the capacity of the Oder riverbed, improving the technical condition of the embankments and building the Oder-Widawa relief channel. The modernisation increased the node's capacity from around 2,200 m³/s to a design capacity (Qk) of just over 3,100 m³/s, allowing high water flows close to those of the 1997 flood to pass safely through the city. Until 31 December 2017, project implementation was the responsibility of two project implementation units: the Regional Water Management Board in Wrocław and the Lower Silesian Board of Land Reclamation and Water Facilities, and from 1 January 2018 the State Water Holding Polish Waters – Regional Water Management Board in Wrocław. The total cost of the undertaking was PLN 1.411 billion: PLN 703.72 million (half) was covered by the state budget, PLN 260.74 million was the contribution of the Council of Europe Development Bank, PLN 81.94 million the contribution of the World Bank, and PLN 364.94 million the contribution of the National Fund for Environmental Protection and Water Management.

Significance

The rebuilding of the Wrocław Water Node significantly raised the level of flood protection for Wrocław and the surrounding area. Increasing the node's capacity from around 2,200 m³/s to over 3,100 m³/s allows flows close to those of the catastrophic "flood of the millennium" of 1997, when the actual flow significantly exceeded the node's capacity at the time, to pass safely through the city. The investment was one of the largest hydro-engineering undertakings in the Oder river basin and part of the state's systemic response to the 1997 flood.
