The National Municipal Wastewater Treatment Programme (KPOŚK) is a strategic government programme approved by the Council of Ministers on 16 December 2003, whose aim is to fulfil Poland's obligations under Council Directive 91/271/EEC of 21 May 1991 concerning urban wastewater treatment. The programme sets out the needs and measures for equipping agglomerations with collective sewage systems and municipal wastewater treatment plants. The original 2003 KPOŚK covered 1,378 agglomerations with a population equivalent (RLM) of 2,000 or more, with a completion deadline of the end of 2015. The programme has been updated several times: six updates were carried out, in 2005, 2009, 2010, 2015, 2017, and 2022. The fifth update (AKPOŚK 2017), adopted by the Council of Ministers on 31 July 2017, covered 1,587 agglomerations with a combined population equivalent of 38.8 million, in which 1,769 municipal wastewater treatment plants were located. It planned, among other things, the construction of 14,661.2 km of new sewage network, the modernisation of 3,506.4 km of existing network, and the construction of 116 new treatment plants. The financial needs for the investments covered by AKPOŚK 2017 were estimated at a total of PLN 27.85 billion (including PLN 16.67 billion for the construction and modernisation of the sewage network). The programme is implemented in stages by local governments, and its implementation is coordinated and reported on by the State Water Holding Polish Waters. Update: the sixth update (VI AKPOŚK), adopted by the Council of Ministers on 5 May 2022, replaced the 2017 version. The investment needs reported by the agglomerations under it amount to PLN 28.7 billion (PLN 15.368 billion for sewage networks, PLN 13.375 billion for treatment plants), and the completion deadline was moved to the end of 2027.

Significance

KPOŚK is the main instrument for implementing Directive 91/271/EEC in Poland and for organising wastewater management nationwide. It covers more than 1,500 agglomerations and nearly 1,800 municipal wastewater treatment plants. The programme has directed multi-year, multi-billion-złoty investments by local governments in the construction and modernisation of sewage networks and treatment plants, financed among other things from EU funds, national environmental funds, and municipal budgets, limiting the discharge of insufficiently treated wastewater into the water environment. The original deadline for full compliance with the directive (end of 2015) was not met and has been pushed back in successive updates of the programme.
