Odra River Basin Flood Protection Project (POPDO; World Bank loan 7436-PL, and CEB financing)
The Odra River Basin Flood Protection Project (POPDO), prepared and financed in cooperation with the World Bank, was the first large flood-protection programme for the Odra river carried out with the involvement of international financial institutions, and the predecessor of the later, expanded Odra and Vistula Flood Management Project (POPDOW). Loan agreement No. 7436-PL with the International Bank for Reconstruction and Development (IBRD), for EUR 140.1 million, was signed on 11 May 2007, after the project had been approved by the World Bank's Executive Board on 21 March 2007; a parallel framework agreement was signed with the Council of Europe Development Bank (CEB) for EUR 204.9 million. The total project cost was estimated in 2007 at around EUR 505 million, financed also from the EU Cohesion Fund and the state budget. The programme mainly covered the construction of the Racibórz Dolny dry flood-control reservoir (polder) on the Odra and the modernisation of the Wrocław Water Node (increasing the capacity to carry flood waters through Wrocław to around 3,100 m3/s), as well as strengthening the flood-management system and project management. The original closing date for the World Bank loan (30 November 2014) was extended several times; the closing date was ultimately set at 30 June 2020, and the World Bank considered the project closed. The Racibórz Dolny reservoir and the Wrocław Water Node were elements of both projects (POPDO and POPDOW) and are also included in the dataset as separate records. POPDO appears here as the strategic financing vehicle for these investments.

Significance
POPDO was the first large flood-protection project on the Odra co-financed by the World Bank and the CEB, and it launched the construction of the largest flood-protection structure in Poland, the Racibórz Dolny dry reservoir, together with the modernisation of the Wrocław Water Node. Under the project's objective, its effects were meant to protect over 2.5 million urban residents in the Odra river basin (including Racibórz, Kędzierzyn-Koźle, Krapkowice, Opole, Brzeg, Oława and Wrocław) from flooding. POPDO also created the institutional and financial framework subsequently continued in the expanded POPDOW project (Odra and Vistula river basins).
