Program 10+ was the largest investment programme of Grupa LOTOS S.A. and one of the largest industrial undertakings in Poland after 1989. Grupa LOTOS began implementing the programme in 2007, and it was completed on 28 March 2011, when the completion of the undertaking was ceremonially marked at the Gdańsk refinery. Program 10+ as a whole comprised 50 different installations that were built or modernised; construction work took 43 months (3.5 years), and 3,500 people from more than 90 companies were involved in the project. The aim was to increase the crude oil processing capacity of the Gdańsk refinery to 10.5 million tonnes per year, representing a 75% increase in nominal processing capacity. Design, construction and equipment purchases were worth approximately PLN 5.5 billion (the total value of the expansion is also given as approximately EUR 1.43 billion). The owner and investor was Grupa LOTOS S.A., a company with a majority stake held by the State Treasury.

Significance

Program 10+ was one of the largest industrial undertakings in the Polish economy of the early 21st century and the largest investment programme of Grupa LOTOS. Thanks to 50 new or modernised installations, the processing capacity of the Gdańsk refinery increased by 75%, to 10.5 million tonnes of crude oil per year, which significantly increased processing capacity and deep conversion (fuel yield) in the national refining sector. The investment strengthened Gdańsk's position as one of the two main crude oil processing centres in Poland.
