Programme for the Oder 2006 (multi-year programme for the modernisation of the Oder Water System)
Programme for the Oder 2006 was a multi-year government programme for the modernisation of the Oder Water System, established by the Act of 6 July 2001 on the establishment of the multi-year programme “Programme for the Oder – 2006” (Journal of Laws 2001 No. 98 item 1067). The programme covered eight voivodeships in the Oder river basin and was to be implemented between 2002 and 2016, coordinated by the Government Plenipotentiary for the Programme for the Oder – 2006, a role held by the Voivode of Lower Silesia. Its scope covered the construction of passive and active flood-protection systems, protection of the environment and water quality, removal of flood damage, river regulation works and embankments, ecosystem renaturalisation, increasing forest cover, and the maintenance and development of inland shipping. The Act capped total spending on the Programme at PLN 9,048,960,386 (including PLN 5,561,591,582 from the state budget), fixed at 2001 task prices. As at the end of 2013, implementation of the programme (including tasks already completed) totalled PLN 5,327 million. The Supreme Audit Office (NIK) assessed the implementation of the programme negatively, pointing to major delays. In connection with European Commission requirements for a uniform approach to water management and flood protection, the act establishing the programme was repealed, and from 1 January 2015 the tasks of the abolished programme were taken over by the President of the National Water Management Authority (Krajowy Zarząd Gospodarki Wodnej); some flood-protection tasks were subsequently continued under the Oder-Vistula Flood Protection Project (POPDOW).

Significance
Programme for the Oder 2006 was one of the largest post-war water management programmes in the Oder river basin, covering eight voivodeships and envisaging spending of up to approximately PLN 9 billion (at 2001 prices). It included the construction of weirs, polders and flood-retention reservoirs as well as river regulation works and embankments, but some key investments were not completed during the period the programme was in force. The programme was abolished before its objectives were fully achieved, and its flood-protection functions for the Oder were taken over by instruments of unified water management, including the Oder-Vistula Flood Protection Project (POPDOW).
