S3 Expressway Nowa Sól – Legnica (Kaźmierzów – Legnica section)

The Kaźmierzów – Legnica section of the S3 expressway, approximately 48 km long, was the longer of the two parts of the S3 Nowa Sól – Legnica corridor, which carries the S3 route through the Copper Belt (Zagłębie Miedziowe) and connects it to the A4 motorway near Legnica. The investment was divided into tasks: Kaźmierzów – Lubin Północ (approximately 14.4 km), Lubin Północ – Lubin Południe, i.e. the Lubin bypass (approximately 11.3 km), and Lubin Południe – Legnica II / A4 interchange (approximately 22.6 km). Contracts with contractors were signed at the turn of 2014 and 2015 (including the Salini, Mota-Engil and Budimex/Ferrovial consortia), and the works were carried out under a design-and-build system. The EU co-financing agreement was concluded on 29 September 2015. The project was planned for 2015–2018, and the first sections were brought into service in that period: on 25 June 2018 the approximately 24-kilometre Lubin Południe – Legnica Południe fragment (with the connection to the A4), and on 27 August 2018 the approximately 10-kilometre Lubin bypass (Lubin Północ – Lubin Południe). The last fragment of the scope, Kaźmierzów – Lubin Północ (over 14 km), was brought into service in 2021: 6 km between Polkowice and Lubin at the end of October, and the last 8 km from the Polkowice Północ interchange (formerly Kaźmierzów) on 10 November, i.e. approximately three years behind schedule. The total value of the Kaźmierzów – Legnica section was PLN 1,977,015,241.77, including EU co-financing of PLN 987,066,467.08. The neighbouring, northern section of the Nowa Sól – Kaźmierzów corridor (approximately 33.3 km, approximately PLN 803 million) was brought into use on 15 September 2018. The beneficiary and manager of the road is the General Directorate for National Roads and Motorways (GDDKiA).
