An almost 64-kilometre section of the A1 motorway from the Toruń Południe interchange (Czerniewice) to the Kowal interchange in the Kuyavian-Pomeranian Voivodeship, built by GDDKiA as part of the A1 Toruń–Stryków motorway and closing the missing fragment of the north-south corridor south of the concession-based Gdańsk–Toruń section. Construction contracts under the "design and build" system were signed on 17 June 2010: the Czerniewice–Odolion and Odolion–Brzezie sections (a combined approximately 34.4 km) went to the SRB Civil Engineering consortium for PLN 934 million, and the Brzezie–Kowal section (approximately 29.5 km) to PBG S.A. for PLN 857 million, with opening to traffic planned for 2012. Following contractor problems and the termination of part of the contracts, the works were completed under contracts concluded in 2013. On 21 December 2013 drivers were able to use the 45-kilometre Toruń Południe–Włocławek Zachód section, and on 30 April 2014 the last 19 km of the route from Włocławek to Kowal was opened; permanent traffic arrangements were introduced on 23 May 2014. The investment was co-financed from the EU Cohesion Fund under the Infrastructure and Environment Programme 2007-2013.

Significance

The opening of the Toruń Południe–Kowal section closed the A1 motorway connection from the Tricity and the concession-based Gdańsk–Toruń section towards central Poland, creating a continuous motorway route on this fragment of the corridor. The route runs through the Kuyavian-Pomeranian Voivodeship, carrying transit traffic on the European north-south corridor (TEN-T). Construction, delayed against the original 2012 deadline due to contractor problems and the termination of part of the contracts, was ultimately completed in 2014.
