A multi-year government flood-protection programme adopted by the Council of Ministers by resolution of 9 August 2011. Its aim was to raise flood safety across the entire Upper Vistula catchment by modernising and expanding flood-protection infrastructure. The programme was regional in scope and was planned to run from 2011 to 2030, with the total investment cost estimated at around PLN 13,151 million, with the state budget and European Union funds (approximately 50% of outlays) intended as major funding sources. The programme comprised a list of 39 investment tasks under three task axes and covered nearly the entire Małopolskie (96.9%) and Podkarpackie (98.2%) voivodeships, plus parts of the Świętokrzyskie (64.4%), Śląskie (36.5%) and Lubelskie (11.2%) voivodeships. Implementation was coordinated by the Government Plenipotentiary for the Programme. In September 2014 the Programme was repealed, partly in connection with European Commission recommendations for a unified approach to water management and flood-risk management; by the time of its repeal, close to PLN 314 million had been spent under it. Flood-protection tasks for the Upper Vistula water region were subsequently taken over by the Flood Risk Management Plan and the Flood Protection Project for the Odra and Vistula River Basins (POPDOW).

Significance
The programme was one of the largest regional flood-protection undertakings in Poland after the 2010 flood, with a planned budget of around PLN 13 billion for 2011–2030 and a scope covering five voivodeships in southern and eastern Poland. Despite its strategic character, it was repealed after less than three years, with actual spending under it reaching about PLN 314 million. Its achievements and goals were transferred to new flood-risk management instruments (the Flood Risk Management Plan, POPDOW), which continue flood protection in the Upper Vistula basin.
