The programme to build the Kraków Fast Tram (KST), known as the 'Kraków Premetro', a grade-separated tram line with a planned length of about 11.8 km, connecting the southern estates (Kurdwanów) through the centre with the Górka Narodowa estate in the northern part of the city. Construction was carried out in stages from 1999 onward under the project 'Kraków Municipal Transport – Fast Tram Infrastructure'; the contracting authority was the City of Kraków (Gmina Miejska Kraków), with Agencja Rozwoju Miasta S.A. acting as the investor's representative. The undertaking was financed with loans from the European Bank for Reconstruction and Development (EBRD, the largest lender) and the European Investment Bank (EIB), as well as from the city budget. This record covers the core of the programme completed before 2020, that is, Stages I and II carried out in 2000–2015: Stage IA (the Kurdwanów – Rondo Grzegórzeckie section), costing about PLN 50 million, delivered in 1999–2000; Stage IB (Rondo Grzegórzeckie – Krowodrza Górka), with a 1,420 m tram tunnel under the Main Railway Station (1,538 m including ramps), opened on 11 December 2008, the contract for which was signed by the Budimex Dromex S.A. and PeBeKa S.A. consortium on 3 July 2006 for over PLN 212 million net; Stage IIA (Rondo Grzegórzeckie – Mały Płaszów), delivered in November 2010; and Stage IIB (Wielicka Street – Lipska Street) with a tram viaduct over the Kraków Płaszów station, delivered on 30 August 2015, whose total cost exceeded PLN 164 million (with nearly PLN 68 million in EU co-financing). Subsequent stages (III to Górka Narodowa, IV to Mistrzejowice, V), carried out after 2020, are separate records.

Significance

The KST was Kraków's largest transport investment at the turn of the 20th and 21st centuries and the city's first 'premetro' undertaking, that is, a grade-separated tram running partly underground (the tunnel under the Main Railway Station) and on viaducts. The programme connected the densely populated estates in the south and north of the city with the centre, and its delivery relied on loans from international financial institutions (EBRD, EIB). Stage I encountered delays: the first contractor for the further section of the route, the Turkish firm Güriş, won the tender in 2003, but the contract with it was terminated in March 2005, after which the contract to complete the tunnel and the line to Krowodrza Górka was taken over by the Budimex Dromex – PeBeKa consortium. The core of the programme (Stages I–II) was closed out in 2015 with the delivery of the viaduct over the Kraków Płaszów station.
