A contract by Tramwaje Warszawskie sp. z o.o. for the supply of 186 articulated, multi-section, fully low-floor tram cars of the 120Na Swing type, manufactured by Pojazdy Szynowe Pesa Bydgoszcz S.A. A two-stage restricted tender was announced on 22 August 2008; the contract for the supply of the new trams was signed ceremonially on 29 May 2009 at the R-4 Żoliborz depot, in the presence of, among others, the Mayor of Warsaw Hanna Gronkiewicz-Waltz and the Marshal of the Masovian Voivodeship Adam Struzik. The Bydgoszcz manufacturer offered the delivery for PLN 1,227.6 million net (PLN 1,497.6 million gross). This was the only non-rejected offer and, at the same time, the cheapest one. Of the 186 delivered cars, as many as 179 were purchased with the use of European Union co-financing (amounting to 59% of the net value). Deliveries took place between 2010 and 2013: the first Swing arrived in Warsaw in May 2010 and entered passenger service on 12 June 2010, while the last, 186th car arrived in Warsaw on 18 November 2013. This was one of the largest tram contracts in Europe at the time.

Significance

The purchase of 186 Swing trams was one of the largest rolling-stock orders in Europe at the time and sharply increased the share of fully low-floor, modern rolling stock in the Warsaw tram network. The deliveries of 2010 to 2013 replaced part of the worn-out high-floor fleet, and the award of the tender to Bydgoszcz-based PESA was an important contract for the domestic rail rolling-stock industry. The vast majority of the cars (179 of 186) were financed with the involvement of European Union funds.
